Starting a Small Business: Required Approvals

 

 

🔹 1. Choose Your Business Structure

The most common business types in Uzbekistan are:

  • Individual Entrepreneur (YATT) – Suitable for one person, easier to register and manage.

  • Limited Liability Company (LLC/MChJ) – Suitable for one or more founders, more formal, and widely accepted for contracts and growth.


📄 FOR INDIVIDUAL ENTREPRENEURS (YATT)

Step 1: Register the Business

  • Go to my.gov.uz or visit your local Public Services Center.

  • Required:

    • Passport,

    • Residential address,

    • Select your business activity (based on OKED codes – Uzbek classification of activities).

You’ll receive:

  • Registration certificate,

  • Taxpayer ID (TIN/STIR),

  • Activity code (OKED).


Step 2: Open a Bank Account

  • Open a business account at any local bank under your name.

Step 3: Register a Cash Register (if applicable)

  • If you deal with cash payments, register an online cash register (ONKM) via the tax system.

Step 4: Tax Registration

  • Most YATTs pay a fixed monthly tax or single tax payment.

  • You must submit tax reports monthly or quarterly depending on the type of tax system.


📄 FOR LIMITED LIABILITY COMPANY (LLC / MChJ)

Step 1: Business Registration

  • Register your company via my.gov.uz or in person at a Public Services Center.

📝 Required Documents:

  • Passport(s) of founder(s),

  • Company name,

  • Legal address (lease or ownership papers),

  • Founding documents (charter and decision on establishment).

You’ll receive:

  • Registration certificate,

  • Taxpayer ID (TIN),

  • Charter (Ustav),

  • Bank confirmation letter.


Step 2: Open a Business Bank Account

  • Open a corporate account in any Uzbek bank.

Step 3: Apply for Additional Licenses (If Required)

Certain activities need special licenses:

Type of Business Licensing Authority
Education centers Ministry of Public or Higher Education
Medical services or pharmacies Ministry of Health
Alcohol sales State Alcohol Authority
Security, transportation, etc. Local police or regulatory body

Step 4: Tax & Accounting

  • Common taxes: Profit Tax, VAT, Social Tax, etc.

  • You’ll need an accountant or an outsourced bookkeeping service.

💡 Tips for New Business Owners

  • Secure a rental agreement for your business location — this will serve as your legal address.

  • Check if a license is needed for your type of activity.

  • Keep proper records of your expenses, sales, and taxes from day one.
