“O‘zbekinvest” eksport-import sug‘urta kompaniyasi” aksiyadorlik jamiyati quyidagi xizmatlar bo‘yicha eng yaxshi takliflar tanlovini e’lon qiladi:
1. 2026-yilgi Biznes-reja bo‘yicha mustaqil xulosa shakllantirish. Ijro organi tomonidan tayyorlangan asosiy taxminlar, prognozlash metodologiyasi va moliyaviy prognozlarni tekshirish, shuningdek, model va strategiya Kompaniya mandatiga mos, barqaror va o‘rinli bo‘lib qolayotganini baholash — shu jumladan, kiruvchi qayta sug‘urta bilan ichki sug‘urta o‘rtasidagi joriy muvozanat optimal ekanligini baholash.
Yil oxirigacha amalga oshirilishi mumkin bo‘lgan tuzatuvchi choralarni tavsiya etish va 2027-yilgi siklgacha kutib bo‘lmaydigan strategik risklarni aniqlash.
2. 2027-yil uchun yagona strategiya, biznes-model va Biznes-rejani ishlab chiqish: raqobat mavqei, mahsulotlar tarkibi va anderrayting strategiyasi, biznes yo‘nalishlari rentabelligini oshirish.
Anderrayting, qayta sug‘urta, investitsiya daromadi, kapital va likvidlikni qamrab oluvchi moliyaviy modelni ssenariy tahlili va stress-testlar bilan mustahkamlagan holda qurish, shuningdek, kapital yetarliligi, anderrayting salohiyati va qayta sug‘urta dasturini baholash.
Kompaniya bozordagi ulushini rentabel ravishda oshira oladigan yo‘nalishlarni aniqlash — chakana, korporativ, kichik va o‘rta biznes, majburiy sug‘urta, eksport kreditlash va savdoni moliyalashtirish — hamda kiruvchi qayta sug‘urta bilan ichki biznes o‘rtasidagi maqsadli muvozanat bo‘yicha tavsiyalar berish.
3. Uch-besh yillik istiqbolga mo‘ljallangan uzoq muddatli strategiyani ishlab chiqish va moliyaviy modelni shu davrga kengaytirish. Kuzatuv kengashiga muntazam hisobot berish uchun aniq va o‘lchanadigan moliyaviy, operatsion va strategik KPI to‘plamini hamda samaradorlikni boshqarish tizimini tavsiya etish; bosqichlar va mas’ul shaxslarni belgilab beruvchi joriy etish yo‘l xaritasi bilan birga.
Xizmatlar buyurtmachining o‘z mablag‘lari hisobidan moliyalashtiriladi.
Buyurtmachi tomonidan belgilangan ishni bajarish muddati:
1-bosqich uchun – shartnoma imzolangan kundan boshlab 30 kun;
2-bosqich uchun – 2026-yil 15-noyabr;
3-bosqich uchun – avans to'lovi pudratchining bank hisob raqamiga o'tkazilgan kundan boshlab 180 kun.
Xizmatlarning umumiy qiymati 3 500,0 mln. so‘mdan oshmasligi lozim.

1. Формирование независимого мнения по Бизнес-плану на 2026 год. Проверка ключевых допущений, методологии прогнозирования и финансовых прогнозов, подготовленных исполнительным органом, а также оценка того, остаются ли модель и стратегия уместными, устойчивыми и соответствующими мандату Компании — в том числе оптимален ли текущий баланс между входящим перестрахованием и внутренним страхованием.
Рекомендация корректирующих мер, которые могут быть реализованы до конца года, и выявление стратегических рисков, с которыми не следует ждать до цикла 2027 года.
2. Разработка единой стратегии, бизнес-модели и Бизнес-плана на 2027 год: конкурентная позиция, структура продуктов и стратегия андеррайтинга, повышение рентабельности направлений бизнеса.
Построение финансовой модели, охватывающих андеррайтинг, перестрахование, инвестиционный доход, капитал и ликвидность, подкреплённых сценарным анализом и стресс-тестами, а также оценка достаточности капитала, андеррайтингового потенциала и программы перестрахования.
Определение областей, в которых Компания может рентабельно увеличить свою долю рынка — розничный, корпоративный, малый и средний бизнес, обязательное страхование, экспортное кредитование и торговое финансирование — и рекомендации по целевому балансу между входящим перестрахованием и внутренним бизнесом.
3. Разработка долгосрочной стратегии на горизонт трёх-пяти лет и расширение финансовой модели на этот период. Рассмотрение инвестиционной политики и управления — формирование портфеля, диверсификация, ликвидность, стратегическое распределение активов, риск концентрации и управление капиталом — и их соответствия стратегии андеррайтинга, а также оценка организационной структуры и управления Компании.
Рекомендация набора чётких и измеримых финансовых, операционных и стратегических KPI для регулярной отчётности Наблюдательному совету, а также системы управления эффективностью; вместе с дорожной картой внедрения, определяющей этапы и назначенных ответственных.
Финансирование услуг осуществляется за счёт собственных средств заказчика.
Срок выполнения работ, установленный заказчиком;
по Фазе 1 - 30 дней с даты подписания договора;
по Фазе 2 – 15 ноября 2026 года
по Фазе 3 - 180 дней с даты перечисления авансового платежа на банковский счёт подрядчика.
Общая стоимость услуг не должна превышать 3 500,0 млн. сум.
В конкурсе могут участвовать местные и иностранные организации и фирмы, выразившие намерение участвовать в конкурсе на условиях, предложенных на конкурсном аукционе.
Конкурс проводится онлайн в электронной форме.
Рассмотрение и оценка отобранных предложений проводится в течение 10 дней после истечения срока подачи предложений.
Организации, участвующие в конкурсе, должны соответствовать следующим критериям:
наличие технических, финансовых, материальных, людских и иных ресурсов, необходимых для исполнения договора;
право на заключение договора;
отсутствие задолженности по налогам и другим обязательным платежам;
отсутствие записи о них в едином реестре недобросовестных исполнителей;
отсутствие возбуждённых в отношении них процедур банкротства.

Joint-Stock Company “Export-Import Insurance Company “O‘zbekinvest”” announces a competition for the best proposals for the following services:
1. Formation of an independent opinion on the Business Plan for 2026. Review of the key assumptions, forecasting methodology and financial projections prepared by the executive body, as well as an assessment of whether the model and the strategy remain appropriate, sustainable and consistent with the Company’s mandate — including whether the current balance between inward reinsurance and domestic insurance is optimal.
Recommendation of corrective measures that can be implemented before the end of the year, and identification of strategic risks that should not wait until the 2027 cycle.
2. Development of a unified strategy, business model and Business Plan for 2027: competitive position, product structure and underwriting strategy, and improvement of the profitability of business lines.
Building a financial model covering underwriting, reinsurance, investment income, capital and liquidity, supported by scenario analysis and stress tests, as well as an assessment of capital adequacy, underwriting capacity and the reinsurance program.
Identification of areas in which the Company can profitably increase its market share — retail, corporate, small and medium-sized business, compulsory insurance, export credit and trade finance — and recommendations on the target balance between inward reinsurance and domestic business.
3. Development of a long-term strategy for a horizon of three to five years and extension of the financial model to this period. Review of the investment policy and its management — portfolio construction, diversification, liquidity, strategic asset allocation, concentration risk and capital management — and of their alignment with the underwriting strategy, as well as an assessment of the Company’s organizational structure and governance.
Recommendation of a set of clear and measurable financial, operational and strategic KPIs for regular reporting to the Supervisory Board, as well as of a performance management system, together with an implementation roadmap defining the milestones and the persons responsible.
The services are financed from the Customer’s own funds.
The deadline for completion of the work set by the client is:
for Phase 1 – 30 days from the date of signing the contract;
for Phase 2 – November 15, 2026;
for Phase 3 – 180 days from the date the advance payment is transferred to the contractor's bank account.
The total cost of the services must not exceed UZS 3,500.0 million.
Local and foreign organizations and firms that have expressed their intention to participate in the competition on the terms offered at the competitive auction may take part in it.
The competition is held online, in electronic form.
The selected proposals are reviewed and evaluated within 10 days after the deadline for the submission of proposals.
Organizations participating in the competition must meet the following criteria:
availability of the technical, financial, material, human and other resources necessary to perform the contract;
the right to conclude the contract;
no arrears in taxes and other mandatory payments;
absence of an entry about them in the unified register of unscrupulous contractors;
absence of bankruptcy proceedings initiated against them.
Tanlovda tanlov auksionida taklif etilgan shartlar asosida ishtirok etish niyatini bildirgan mahalliy va xorijiy tashkilotlar hamda firmalar qatnashishi mumkin.

Tanlovda ishtirok etuvchi tashkilotlar quyidagi mezonlarga javob berishi lozim:
shartnomani bajarish uchun zarur bo‘lgan texnik, moliyaviy, moddiy, inson va boshqa resurslarga ega bo‘lish;
shartnoma tuzish huquqiga ega bo‘lish;
soliqlar va boshqa majburiy to‘lovlar bo‘yicha qarzdorlik mavjud emasligi;
vijdonsiz ijrochilarning yagona reyestrida ular haqida yozuv mavjud emasligi;
ularga nisbatan bankrotlik tartib-taomillari qo‘zg‘atilmaganligi.
